Summary:

This position reports to the Property Manager for MidPen Housing Management Corporation and has responsibility for the daily operations of one or more properties. Key areas of responsibilities are, Fiscal Management, Compliance, Facilities Management, Risk Management, Tenant Management, Employee Supervision, Community Outreach and Internal Partnering.

Job Description:

· Supervise one or more Assistant Community manager and Maintenance Groundskeeper

· Maintains a working partnership with local community groups including government officials, law enforcement and fire safety professionals

· Collect rent, security deposits, makes bank deposits and verify resident income

· Ensure timely and accurate re-certifications, both interim and annual

· Manage delinquent accounts, resident receivables and petty cash

· Ensure correct accounting for all site money and charges

· Regularly process all invoices according to MidPen policies and procedures and submit them to Accounting for payment

· Assist Property Manager with in completion of annual Welfare Exemption documents

· Compile data for quarterly Replacement Reserve Draws

· Assist Property Manager with the completion of monthly variance budget reports

· Assist Property Manager with annual budget preparation and monitor fiscal status of the property

· Approve expenses according to company policy

· Complete timely security deposit reimbursements

· Complete all open audit items

· Obtain all required program certifications and stay current with compliance and regulatory
requirements (e.g. Fair Housing, HUD, TCAC, COS) and ensure property and staff are in total
compliance

· Complete annual and interim re-certifications accurately and on schedule

· Assist with completion of MOR/TCAC reviews

· Maintain property files in accordance with regulatory guidelines and in accordance with Mid Pen policies and procedures, e.g. Waiting Lists and software data files

· Establish, execute and monitor a preventative maintenance schedule for each property in liaison with Facilities Coordinator

· Coordinate periodic interior and exterior inspections with Preventive Maintenance Lead and maintain property files accordingly

· Conduct daily inspection walk through property to identify maintenance issues in need of correction

· Initiate maintenance work orders and monitor repair status toward completion

· Ensure all work orders are completed and documented in a timely and efficient manner

· Ensure turnover of vacant units in 3-6 days

· Maintain curb appeal and achieve satisfactory performance on grade form

· Keep property in compliance with fire and safety codes, hazardous materials regulations
and OSHA

· Maintain property Material Safety Data Sheet (MSDS) records

· Maintain updated map of the location of all utility routing and cut offs including water, gas, sewer electrical, telephone and TV

· Insure that purchased maintenance supplies confirm to MPHC quality specification

· Ensure security and confidentiality of all resident and MidPen files and documents

· Ensure emergency preparedness procedures are in place and communicated to residents in case of natural disaster or fire

· Ensure fire extinguishers are inspected and in working order

· Identify and resolve site security issues

· Complete incident reports within 24 hours of incident

· Complete employee accident reports and send documentation to HR

· Adhere to MidPen's business ethics

· Conduct building site, policies and procedures orientation for all new tenants

· Respond effectively to tenant complaints and provide timely problem resolution

· Process evictions in compliance with regulatory guidelines, court orders and/or upon direction by Property Manager

· Enforce resident lease and house rules

· Ensure high resident satisfaction levels

· Attend resident and owner meetings

· Maintain standard business operating hours

· Participate in community related events, e.g. Neighborhood Watch

· Develop positive working relationships with co workers and peers

· Participate in staff hiring decisions and conduct site operations orientation for new employees

· Provide regular performance feedback to employees

· Prepare staff work schedules, e.g. maintenance, leasing agents, temps and ACM's

· Approve time sheets and request for time off forms

· Conduct performance reviews according to MidPen policy; meet with staff monthly to provide performance feedback

· Support MidPen's problem solving policy and process for resolving employee issues
and notify the respective Property Manager and Human Resources as needed

· Ensure a positive, team-oriented work environment

· Market units in accordance with approved marketing plan

· Use site software to enter all relevant transactions in a timely manner

· Adhere to waiting list guidelines; screening applicants

· Review all rental applications and leases for accuracy and completeness

Performs other assignments as requested.

Qualifications:

· Associate degree, certificate of completion from a trade school and including one or more years of related experience and/or training or equivalent combination of education and experience.

· Tax Credit Specialist or Certified Occupancy Specialist certified or ability to become certified within 6 months of employment at company expense

· Three or more years of multi-family residential management experience - minimum two years Affordable Housing experience

· One (1) year supervisory experience

· Current knowledge of Fair Housing laws; required to pass FHA test within first 60 days

· Demonstrated competence with Microsoft Word, Excel, Outlook and such property management
software as MRI, Yardi or Boston Post

· Ability to pass basic business math test with passing score of 75%, e.g. add, subtract, multiply, divide, calculate percentages, etc.

· Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals

· Ability to write business professional reports and correspondence, e.g. letters to tenants.

· Ability to take direction and follow through to achieve measurable results

· Must possess a valid California Driver's License, auto insurance and reliable transportation
