Under the general direction of the COO, the Property Business Manager directs the efficient and effective operation of assigned property. Oversees all operational and financial aspects of property operation, to include maximizing net operating income and managing all activities related to leasing, maintenance, resident services, capital improvements and collections. Business Manager manages income and expense controls, staff, and risk management safety programs. Ensures compliance with federal, state and local laws and regulations as well as company policy. The incumbent must have strong leadership skills, Tax Credit and Market experience and a spirit of cooperation and teamwork with high ethical standards to fulfill the responsibilities of this position.
PRIMARY RESPONSIBILITIES & ESSENTIAL FUNCTIONS
Demonstrate ability to understand financial goals.
Operate the asset in the owner's best interest in accordance with CMs policies and procedures.
Maintain accurate records of all community transactions and submit on a timely basis.
Ensure all rents, fees and charges are collected, posted and deposited in a timely manner.
Prepare annual budgets and income projections in a timely and accurate manner
Follow-up delinquent accounts and pursue collections in accordance with established procedures
Monitor expenses to ensure spending is within guidelines.
Maintain tenant files and related documentation regarding continuing eligibility and adjustments.
Maintain and reconcile the property's petty cash fund.
Develop Marketing strategies, create and write advertisements placed in the appropriate publications for best exposure for the community.
Oversee all work associated with the upkeep and maintenance of the grounds.
Conduct property inspections, including move-in, move out, housekeeping, and grounds in order to assure adherence to established standards.
Be available at all times either personally, or through other site personnel, for emergency calls.
Counsel residents who are not complying with the terms of the lease, and concerning delinquent payments.
File documents and appear in eviction court
Refer residents with special problems, such as economic, social, legal, health, etc. to groups or agencies that provide assistance, or to resident services coordinator, as appropriate.
Participate in pre-employment interviews and make hiring recommendations.
Interpret and apply personnel policies, departmental policies, and other relevant policies and procedures.
Review and approve time and leave reports for assigned staff.
Ensure efficiency of staff through ongoing training, instruction, counseling and leadership.
Prepare and review performance appraisals and discuss with subordinates as appropriate.
Administer action plans consistently, and on a timely basis with performance problems. Document appropriately, communicate situation to supervisor and recommend disciplinary action or termination when necessary.
Delegate on behalf of CMS to key employees.

Education and/or Experience Qualifications
Proficient in the application of standard and accepted industry practices in property management.
Proficient with Section 42 Tax Credit programs and compliance.
Understands Laws and standards that apply to property management, such as Fair Housing Laws, Landlord-Tenant Law, OSHA Standards, local and state building codes.
Proficient in the administration of building maintenance, fire prevention and liability reduction principles.
Experienced in the use of computer equipment and Microsoft Office software primarily Word and Excel
Proficient in the application of the principles of management and supervision.
Proficient in operation of the OneSite Operating Platform.
Communicate professionally both verbally and in writing.
Bi-lingual ability, especially in English and Spanish, desirable
Skilled in the procurement goods and services in keeping with the assigned Operating Budget.
Proficient with reading and interpreting complex written material and apply policies and guidelines to make sound decisions.
Ability to establish and maintain effective working relationships with peers, superiors, residents, community service agencies, and the public.
Excels at prioritizing and managing multiple priorities and demands to accomplish tasks in accordance with established requirements.
Skilled in analyzing situations in order to identify problems and offer possible solutions.
High school education or equivalent. Prefer education beyond high school.
3 to 5 years' experience as a property manager and involving supervision and public contact
CAM, CAPS, CPM, HCCP designations preferred but not required
Valid driver's license - Currently insured vehicle
